Questions and Answers for changes to procurement opportunities in Ontario


1. Why is the government eliminating user fees?

Ontario is moving ahead with its plan to make it easier for small and medium sized businesses to access procurement opportunities and its commitment to designate 33% of its procurement spending to small and medium-sized businesses by 2020.

Free access / elimination of user fees will provide fair and equal access to procurement opportunities which can be critical in helping small and medium businesses grow. Building an innovative and modern procurement process is part of the government’s economic plan to build Ontario up.

2. Does this only apply to Small and Medium Enterprises?

No. Ontario procurement is driven by the principles of openness, fairness and transparency and therefore free access to the Ontario Tenders Portal (OTP) and the Ministry of Transportation (MTO) Registry, Appraisal and Qualification System (RAQS) is now available to all vendors regardless of size and geography.

3. When does the free access to the Ontario Tenders Portal (OTP) and the Ministry of Transportation (MTO) Registry, Appraisal and Qualification System (RAQS) take effect? 

As of April 1, 2018 vendors will no longer be required to pay user fees for their online bid submissions on the Ontario Tenders Portal.

As of April 1, 2018, vendors will no longer be required to pay an annual user fee to access and bid on procurement opportunities on the MTO Registry, Appraisal and Qualification System.

4. Will vendors be reimbursed if they already paid an annual subscription to bid?

Vendors who have paid for annual user fees may be rebated a portion of their fees starting April 1, 2018.

5. Will vendors be reimbursed if they paid for a single bid on the Ontario Tenders Portal?

No. Vendors who have paid for a single bid do not qualify for a rebate.

6. When will vendors receive a rebate?

It is anticipated that rebates will be available by June 2018.

7. Who will issue the rebate to vendors?

Rebates will be issued by the service providers for MTO Registry, Appraisal and Qualification System (MERX) and the Ontario Tenders Portal (BravoSolution/Jaggaer).

8.Will out of province or out of country vendors also have free access to procurement opportunities?

Yes, this new change applies to all Ontario procurement opportunities posted on the OTP and RAQS regardless of the geographic location of the vendor.

9. Does free access to procurement opportunities apply to any other Ontario Public Sector electronic tendering systems in addition to the Ontario Tenders Portal (OTP) and MTO Registry, Appraisal and Qualification System (RAQS)?

No. The elimination of fees only applies to the Ontario Tenders Portal (OTP) and the MTO Registry, Appraisal and Qualification System (RAQS) electronic tendering systems.
