Frequently Asked Questions (FAQs) - Tax Compliance Verification Program (TCV)

What is TCV?
TCV is to ensure that businesses bidding on provincial contracts valued at $25,000 or more are compliant with their tax obligations.

What is new regarding the TCV Program?
Prior to bidding on a contract, bidders must request a tax compliance verification number through a new automated TCV to ensure their tax obligations are in good standing.

Instructions on how to complete a tax compliance verification check through the Bidder Portal can be found below.

What is the new TCV Portal?
The new Bidder Portal allows businesses to verify tax compliance status online and at any time.
If required, users can also upload their Filing and Balance Confirmation letter confirming compliance of federally-administered tax statutes directly to the Bidder Portal.

What if my business has outstanding tax issues?
A TCV number will still be issued even if a bidder has outstanding tax issues. The bidder should work immediately to resolve their tax situation as this may impact their eligibility to bid on a provincial contract.

A reasonable time extension may be provided to resolve outstanding provincial tax issues, determined by the purchasing ministry in consultation with the Ministry of Finance (MOF) and the bidder.

What are the steps in this new process?
Before you can verify your tax compliance status, your business will need to have a ONe-key ID. Visit One-key Account Registration to set up an account.

  1. To get your TCV number: Register for E-Services
  2. Select e-Services from My Services
  3. Select or Add a business on the e-services page
  4. Select Tax Compliance Verification (you will be redirected to the Bidder Portal)
  5. In the Bidder Portal, select Request TCV Number on the TCV page
  6. Attach the FBC letter (if required) and select Next
  7. Select View Summary to review compliance summary
  8. Download TCV Certificate (optional)
  9. Provide your email to receive alerts about your account status

I can't remember my One-key account ID and/or password. What do I do?
Select "Can't access your account?" on the ONe-key login page and follow the prompts to recover your ID and password.

Can someone else register to use the TCV Portal on my behalf?
Yes. Multiple representatives from a business can register to use the Bidder Portal under the same business account.

Can my TCV number be used when bidding on multiple contracts?
Yes. A TCV number for a business can be used for bidding on multiple contracts.

How long is my TCV number valid?
Your TCV number is valid as long as you remain compliant with your tax obligations.
Businesses must re-attest annually that all tax statutes are compliant, including uploading a new FBC letter one date from the date of issue (if necessary). The TCV number will remain the same but the status will change to non-compliant if the attestation is not renewed.

If you signed up to receive alerts, you will receive an email informing you that your compliance has changed.

The system is not accepting my Filing and Balance Confirmation (FBC) letter, what do I do?
The FBC letter must be in the original PDF format and be the most current version. JPGs, scanned images and expired letters are not to be accepted.

Are there any costs to the vendor?
There are no costs to the vendor associated with the program.
