Consolidated Groceries - Frequently Asked Questions

  1. Why do we have a VOR arrangement for the supply and delivery of grocery products?

    This VOR arrangement saves time, effort and money by providing easy access to grocery products from a vendor with the necessary experience, qualifications and infrastructure to supply grocery products throughout the province of Ontario.

  2. What products can be acquired through this VOR arrangement?

    The vendor will be required to supply various grocery products, including but not limited to:
    • fresh, frozen and processed meat
    • frozen, canned and dry groceries
    • vegetarian, halal and other special diet products
    • disposable kitchen supplies

  3. Can these services be acquired through other vendors?

    No. The Consolidated Groceries VOR arrangement is a mandatory-use, enterprise-wide VOR arrangement for all OPS ministries under the Management Board of Cabinet Procurement Directive.

  4. How do I place and order?

    Ministry clients must follow the steps in accordance with the Consolidated Groceries VOR User Guide.
    To obtain information on purchasing consolidated groceries ministry clients may login to MyOPS > Business Services > Procurement > Vendors of Record (VOR) > Listed by Name > Consolidated Groceries.

  5. How often is the contract price changed?

    Products are priced for a fixed time period within the term of the agreement. Product pricing is comprised of the cost of the product plus a logistics/distribution cost added by the vendor to the cost of the product. The vendor may request price increases only at predetermined intervals.

  6. What food safety programs are in place?

    The vendor is Hazard Analysis Critical Control Points (HACCP) approved. HACCP is a recognized food safety certification with independent accreditation by a recognized third party organization. The certification is applicable to all warehouse facilities that the vendor uses to supply client facilities.
