In April 2016, Ontario entered into a software licence and service agreement (MGCS-ORACLE-VLA-002) with Oracle Canada ULC. (Oracle VLA) to facilitate the procurement of Oracle Commercial-Off-The-Shelf (COTS) software and related support services in certain circumstances. The Oracle VLA provides software licence and related terms and conditions that are more favourable than Oracle's standard software licence agreements, and provides minimum discounts off of most of Oracle's list prices.

Details:
In addition to ministries of the Province, the following Provincially Funded Organizations (PFO) are entitled to take advantage of the Oracle VLA without the need to negotiate additional terms and conditions or pricing, by simply acknowledging a Provincially Funded Organization Notice and then establishing its own PFO Agreement.
“Ministries” as defined in the OPS Procurement Directive must use the Oracle VLA when they are not required by the OPS Procurement Directive to undertake a competitive procurement, and there is no: pre-existing ministry agreement with Oracle established through a prior competitive process or otherwise approved by Management Board of Cabinet or the Information Technology Standards Council; or mandatory VOR, for the software products or services being acquired.
Subject to any obligations that they may have under Ontario’s Trade Agreements, Other Included Entities, office of an officer of the Ontario Legislature and BPS entities may, at their option, use the Oracle VLA to acquire software products or services from Oracle.
