  1. What is the purpose of the new Procurement Guideline?

    The Procurement Guideline reinforces the government’s commitment to higher standards of transparency and accountability in the use of public funds and achieve maximum value for money. It highlights sound procurement practices that can be adapted to publicly funded organizations not covered by the BPS Procurement Directive under the Broader Public Sector Accountability Act, 2010. The guideline was developed in consultation with publicly funded organizations from the social services, not for profit and sport sectors.
  2. How will the Procurement Guideline benefit publicly funded organizations not covered by the BPS Procurement Directive?

    Publicly funded organizations that have to implement the BPS Procurement Directive include Hospitals, School boards, Colleges, Universities, Community Care Access Corporations, Children’s Aid Societies and those that receive over $10M in funding from the last fiscal year of the provincial government.

    Consultations held by Ministry of Finance staff in the summer 2011 indicated a procurement guideline would be helpful for other publicly funded organizations to help achieve maximum value for money when purchasing goods and services using public funds. The recommendations from a mix of big and small publicly funded organizations informed the development of the guideline.
  3. Is the Procurement Guideline mandatory for organizations that receive public funds from the government of Ontario?

    The Procurement Guideline is a resource recommended for voluntary use written in easy-to-follow language. It contains principles and leading practices in procurement to help achieve maximum value for money when purchasing goods and services. A consultation process held in the summer 2011 elicited recommendations from a mix of big and small publicly funded organizations that informed the development of the guideline.
  4. Wouldn’t the Procurement Guideline be more applicable to larger organizations with the required staff and expertise?

    The guideline contains principles and leading practices in procurement, including safeguards to achieve maximum value for money that can be adapted to small and large public organizations, regardless of the size of procurement and staff. A consultation process held in the summer 2011 elicited recommendations from a mix of big and small publicly funded organizations that informed its development.
